Office of Ratepayer Advocates (ORA)
The Office of Ratepayer Advocates is an independent arm of the CPUC that represents consumers in commission proceedings, pursuant to statute.
Oil Circuit Breaker (OCB)
A device that opens an alternating current circuit in a tank of oil which extinguishes the arc. It is also called an oil switch.
Once-through cooling
Once-through cooling –The process used by some power plants by which water is drawn from a source such as an ocean or river and circulated through a condenser where it cools steam used to turn the plant's turbines. In contrast to "closed-loop" systems that reuse water, "once-through" systems pass water through the plant and immediately return it to its source.
Operating Reserves
The amount of electricity generation that is instantly available in excess of current demand.
